we have a guy doing car burnouts down our street but the police never see him do it just the marks left over. What can be done without the police seeing him doing these burnouts

Continue to call this activity in with as much information about the vehicle as possible. License plate is a great bit of info we can then track down the car to its owner. Otherwise when you call the information is aired to all units in the area and eventually there will be a unit close and catch the individual.
